Assembly Office: The Clerk
The Clerk of the Assembly
has both procedural and administrative duties. In the Chamber during Session,
the Clerk advises the Speaker on procedure and calls out the daily order
of business. Outside the Chamber, the Clerk takes direction from the Speaker
and acts as the CEO of the Legislative Assembly Office. In this, the Clerk’s
duties are similar to a Deputy Ministers’ role within a government
department.
In addition, the Clerk is the chief procedural adviser
for the Assembly and coordinates and helps deliver procedural advice to
the Speaker, Members and staff of the Assembly. The Clerk also participates
in inter-parliamentary activities through the Commonwealth Parliamentary
Association and acts as the Secretary of the Alberta branch.
Under the Clerk’s direct supervision is Communications
Services, which provides counsel and support to Members and staff of the
Assembly.
Communications is
responsible for subscriptions to Alberta Hansard and sessional publications
such as Orders, Votes and Proceedings and Bills and amendments. As well,
staff maintain a public information telephone line and provide the layout,
writing and editing skills necessary to produce a variety of print and
electronic publications, including: LAO brochures, reports and posters;
the Assembly website and the intranet site called Our House; multimedia
presentations; and camera-ready artwork and photos of the Legislature
Building, Mace, Black Rod, and Coat of Arms.
The Clerk of the Alberta
Assembly is Dr. David McNeil. He has served in the position since 1987.
